Mr. Rapp is the President of PersonalMed, LLC, a preferred provider network and technology platform formed in 2014 to service the third party payer community specifically to align interests to all parties servicing the compound medication marketplace.
As President, Mr. Rapp is responsible for translating PersonalMed’s vision into achievable goals by leading the execution of short and long term growth strategies to meet company goals. He inspires engagement, participation and commitment from various stakeholders in order to accomplish meaningful goals.
Over the past 30 years, Mr. Rapp has served in various C-level positions in small to mid-sized (public, private and venture-backed) businesses in a wide variety of industries. Mr. Rapp was the President of an industrial service-based business, President of an application services provider to the legal industry, and also co-managed a life science venture capital fund for Baylor College of Medicine. In addition, he served as COO of the largest Internet service provider in Texas. His background also includes CFO/COO positions in highly complex industries (travel, software development, real estate acquisition) as well as managing various entities for an ultra-high net worth family office focused on private island development, wine and currency hedge funds, 501C3 non-profits focused in the aircraft and music focused areas. Mr. Rapp started his career in public accounting with Arthur Andersen & Company.
Mr. Rapp earned his B.B.A. in Accounting from the University of Texas and is a Certified Public Accountant. He has served on various advisory & boards including Congregation Emanuel’s Board and its related Foundation Fund board, Annunciation Orthodox School (chairing the technology committee), and the Houston Technology Center. Mr. Rapp and his wife, started The UP Experience (Unique Perspectives from Unique People, see www.theUPexperience.com), a one day conference with 12 key note speakers on a variety of topics held once a year in Houston, Texas.
As the Chief Strategy Officer, Dr. Gilmore is a visionary leader responsible for developing, communicating, executing, and sustaining strategic initiatives that drive decision-making to promote growth in revenue and market share. He is responsible for developing innovative strategies that accomplish PersonalMed’s objectives by working with key stakeholders in the managed care and pharmaceutical industry.
Over the years, Dr. Gilmore has invested considerable time and resources into developing a customizable claims platform with case management, e-prescribing and data-aggregation capabilities to increase efficiency that provides high-touch and specialized quality care for patients.
With over 20 years of clinical and executive experience, Dr. Gilmore has built, owned and operated a myriad of highly successful businesses in the pharmaceutical industry. He holds a Bachelor’s of Science and a Doctorate of Pharmacy from the University of Georgia and a Masters of Business Administration from Albany State University.
Serving as the Chief Technology Officer for PersonalMed, Richard has developed and positioned technology within PersonalMed, that has improved the processing and monitoring of prescription compound claims through a proprietary billing platform, Pāgo.
Richard is responsible for overseeing all technical aspects of the company and works closely with the Chief Strategy Officer to grow the company through the use of technological resources to meet strategic goals by architecting and managing Health System network infrastructures.
Rich began his career as a software developer with the United States Air Force Academy; actively serving in the development of commercial applications for the last 29 years. Prior to joining PersonalMed in early 2014, he served on a team of six network systems engineers in the State of Connecticut that founded the Community Health Information Network, which is now Chime-Net.
As the Vice President of Managed Care Services, Dr. Doherty oversees PersonalMed’s managed care strategy. He is responsible for directing all functions and activities relating to marketing and strategic development, implementation, support, analysis, execution of the business development initiatives. Dr. Doherty manages the collaboration between pharmacy network management, IT/Software and Sales to develop strategic marketing plans and tactics that align with organizational goals and growth.
Del brings a background in Medicare/Medicaid and other government programs through his work as a technical advisor with the Research Data Assistance Center (ResDAC), a CMS contractor. Prior to joining PersonalMed, Del was a Consultant/Lead Pharmacist of Audit and Consulting Operations at The Burchfield Group, a pharmacy benefits management consulting and auditing firm in St. Paul, MN, where he worked with large employers, brokers, third party administrators and health plans to negotiate and enforce their PBM contracts. Del received a bachelor's degree in biochemistry from Wartburg College in Waverly, IA and holds a Masters of Public Health (M.P.H.), doctorate in pharmacy (Pharm.D.) and a Ph.D. in Pharmacoeconomics form the University of Minnesota. Del is a registered pharmacist in the state of Minnesota and was a clinical pharmacist at the University of Minnesota Medical Center, and an outpatient and retail pharmacist within the Fairview Health System in Minnesota. Del also served on the faculty of The Henrietta Schmoll School of Health, St. Catherine University in St. Paul, MN as an Adjunct Associate Professor of Pharmacology.
Angela Van Dyke manages business development for PersonalMed. Angela is responsible for working with various clients, including health insurance plans, pharmacy benefits managers (PBMs), payors, electronic medical record vendors and more, to identify opportunities to develop value-based clinical programs centered around customized medications. Angela has a background in sales, health and wellness promotion, as well as the pharmaceutical industry. She previously worked directly with independent pharmacy owners to help grow their clinical practice to meet the unique needs of their patients, while maintaining a successful and profitable business. She is currently working toward a Master in Health Administration from the University of Houston. Angela holds a bachelor’s degree in Biology from St. Mary’s University of San Antonio, TX and is a Certified Pharmacy Technician (CPhT).
A graduate of Northeast Louisiana University, owned and operated his own pharmacy for 38 years in El Paso, Texas. Throughout his career, Gary has gained extensive knowledge in the fields of compounding pharmacy and customized medication, third-party compounded prescription billing, and he became a Certified Clinical Nutritionist (CCN) in 2008. He has served as chairperson of the Compounding Pharmacist section of the Texas Pharmacy Association, and is an active member of the International Academy of Compounding Pharmacists (IACP), currently serving as Chairman of the Board. Gary received the Pharmacist of the Month Award in 1997 from PCCA, and was named PCCA Compounding Pharmacist of the Year in 2012. In 2013, Gary joined PersonalMed as Director of Pharmacy Compliance and Network Management.
Dr. Fox oversees pharmacy integration and network software management for all PersonalMed customers. As PersonalMed’s Clinical Director, Dr. Fox focuses on clinical pharmacy integration, pharmacy software implementation, formulary and claims management, data compilation and clinical consultation. Prior to joining PersonalMed, Dr. Fox garnered extensive experience in the Pharmaceutical industry including, but not limited to, clinical pharmacy operations, workflow management, systems implementation, pharmacy software development and installation and third party claims management. Dr. Fox has also held positions as Clinical Pharmacist and Pharmacist-In-Charge for several retail and compounding pharmacies. Dr. Fox is a compounding pharmacist with extensive background in sterile preparations, allergy, pain management, BHRT, sinus, veterinary and pediatrics. He holds a Doctorate in Pharmacy from University of Georgia College of Pharmacy and is licensed to practice pharmacy in multiple states.
As the Pharmacy Network Manager, Ursula Henry is responsible for all phases of the pharmacy network relationship, support of the day-to-day operations of the network, including the credentialing, compliance and contracting of all participating pharmacies. Ursula brings an extensive background in traditional and compounding pharmacy compliance and third party prescription billing with nearly 10 years of experience, through her work with various retail chains and independent compounding pharmacies. Prior to joining PersonalMed, Ursula was Sales Operations Manager for a Pharmacy Management Services company, where she was responsible for the sales contracting and compliance of over 30 pharmacies.
Ursula received a bachelor’s degree in Organizational Leadership with a concentration in Operations Management and is currently a Masters of Healthcare Innovation (MHI) candidate at Arizona State University. She is a certified and registered Pharmacy Technician with the Pharmacy Technician Certification Board (PTCB) and the Texas State Board of Pharmacy. Ursula is a trained and certified member of the Texas Society of Health-System Pharmacists (TSHP) in Sterile Compounding and Aseptic Technique and is a member of multiple pharmacy organizations including the International Academy of Compounding Pharmacists (IACP) and the American Pharmacist Association (APhA). Ursula also serves as a member of the National Council of Prescription Drug Programs (NCPDP) and The Network Professional Association (NPA).
